However, there is a lot of feeling that I wanted it to be a specification that "You can open it freely and it won't break on its own, but the effect won't be applied unless Meisei is in play."
Even if it can't be helped that it can't be activated without Meisei on the field, it didn't break down on the spot just because Meisei was gone.

Relatively low ratings, but Meisei is his Spellcaster and vanilla, so he has quite a few ways to recruit from the deck and is at a level that can be used in practice.
